Residency for Tuition Purposes--PM 31
By-Laws of the Board of Supervisors of the LSU System set forth the requirements for a student to be assessed fees as a resident of the state of Louisiana. A change in residency status is based on an appeal by the student.

In accordance with PM 31 applications for reclassification from nonresident or undetermined to resident status for tuition purposes must be filed with the Graduate School no later than 21 calendar days following the first day of classes of the term in which such reclassification is sought. The application must include all information on the appeal form and copies of documents required by the University, together with any additional supporting evidence which the student desires to submit. Failure to comply with the appeals procedure shall constitute a waiver of all claims for reclassification for the applicable term or terms.
Residency for Veterans, National Guard Members and Reservists who are not Louisiana residents--Louisiana 2012 Legislative Act 581
In accordance with the provisions of La. R.S. 17:2137(E), a student who (1) is enrolled in or is applying for enrollment in a Louisiana public college or university and (2) who physically resides in Louisiana for the duration of his/her enrollment in a state public institution of postsecondary education, (3) who has served in the armed forces of the United States and (4) meets one of the specified requirements shown in PM31 may be assigned resident classification for tuition purposes without regard to the length of time of residency in the state.
